I agree as I look into it further. In fact, I have a table set up that has the attributes I mentioned, plus the FIPS of each county and municipality. I can join them based on FIPS. That seems better than adding ORI to the attributes of the areas to me. That will keep it even cleaner. Can you think of any drawbacks with that?
