Last month the the Western Governors' Association (WGA) met in Park City. The Governors adopted a policy resolution entitled: Collaborative Geographic Data Is Part of the Nation's Critical Infrastructure.
The resolution contains an very descriptive discussion of GIS background issues as well as forward-thinking policy and management directives. Its a good read. Here's the link:
