The ownerhship data you provide is slightly different from the ownership data that Utah BLM provides on their website:
http://www.blm.gov/ut/st/en/ prog/more/ geographic_information/ gis_data_and_maps.html

can you explain the discrepency, or indicate which layer is more accurate to use for current land status? It appears that some of the differences have existed for some time.

We get our ownership layer from Utah State Trustlands (SITLA) who works coorperatively with the BLM on Land Ownership and GCDB. My hunch is that the SITLA data is better for ownership information but this is just a hunch. I'll see if I can get Lina, the SITLA GIS manager to respond to your inquiry as well.

We work with the BLM in updating the Land Ownership and the source data is updated every week in the edit database. The data published on the BLM's page is the same layer that gets published on SGID. However, the SGID ownership is updated once a month (no specific day, it's whenever the SGID administrator can get it updated) and on the BLM page at different update intervals so that is where the discrepancy comes in. It seems like we need to coordinate those two updates better so that there is no questions about what is more recent (It is the same data). I just saw that BLM posted an update on the 24th and that would most likely have more recent edits. Please call me inf you need more information (538-5146). I can look up the discrepancy you are seeing to confirm this.
