How can I tell the publication data of these topos? Is there a metadata file that I am missing?

Sorry to take so long to respond.
The easiest way is to check the collared version of the topo map. The collared versions have all the whole map including legend and publication dates.
They are stored at:
ftp://ftp.agrc.utah.gov/DRG/ 24k/Collared/
and the Q numbers used in the filenames should be the same.
