Can the jpeg files be reprojected to another coordinate system, or just the tiff files. We use USA-Utah Central ft NAD83.

You should be able to reproject JPG format to any coordinate system you like but you'll need specialized software to do so. ArcGIS Desktop can do it as can a number of others.
