UGIC: 2009 Board Election Results, Non-Profit Board Position Nominations Needed PDF Print E-mail

We would like to thank all those who participated in the 2009 UGIC Board elections. We very much appreciate those who were nominated and their desire to serve on the UGIC Board. We congratulate those who have been elected to the board and welcome our newest board members -- Buck Ehler and Scott Davis -- and one re-elected Board member, Dave Henrie.
 
Both bylaw amendments passed by an overwhelming majority (> 80%). The passing of Amendment 2 requires UGIC to now hold a special election for a Non-Profit sector board position.

UGIC Elections and Bylaw Amendments PDF Print E-mail

The 2009 UGIC Board of Directors Election is being held this week. All UGIC members should receive a ballot today via email. The deadline to vote is 5pm, Friday June 5th.

In addition to three board positions (state, county, and at-large), two Amendments to the Utah Geographic Information Coucil's existing Bylaws have been proposed and included with this year's Board Member Election Ballot.

The reasoning by the Board for the two Amendments is listed below. If you would like to post a comment in response please do by using the 'Add your comment' link at the bottom of this page.

Amendment 1: Creation of an Associate Board Member position

The Board has found that historically two organizations have always had representation on the UGIC Board, AGRC and ESRI. Both of these organizations continue to play vital roles in the success of UGIC and GIS in general in the State of Utah. These two organizations have typically held the represented Board positions of "Private Sector" and "State Agency".

The creation of the Associate Director position would insure that the UGIC Board  maintains a relationship at the Board level with organization(s) that the Board deems important to the continued success of UGIC while increasing overall representation by creating opportunities for representation to other organizations within the appropriate represented sectors.

Since Associate Directors would represent their organization and not their represented constituency, these positions would be filled by appointment from their organization and not by membership vote. Since their organization would already be represented on the UGIC Board, UGIC members from organizations that are represented by an Associate Director will not  be eligible for any other Board Member position - including At-Large representatives.

As noted above, the Board currently recognizes two organizations that could merit Associate Director representation. Rather than singling out only these two organizations it was decided that the creation of the Associate Director position would be a more flexible way to enable the functionality for the future.

This Amendment is unanimously supported by the UGIC Board.

Amendment 2: Modifying the Private Sector UGIC Board Member position

GIS efforts in the private sector are both extensive and varied. The UGIC Board feels that the private sector may be under represented on the Board. In an effort to both increase overall representation and provide better representation, the UGIC Board is proposing to split the current "Private Sector" representative category into two categories - "Private Sector for Profit" and "Private Sector not for Profit". If passed the current "Private Sector" representative will become the new "Private Sector for Profit" Board Member with no change in his/her current term and a new "Private Sector not for Profit" Board Member position will be created and filled by a special election - process similar to the annual Board Member election. This position would carry a (3) three year term and would be up for re-election in 2012.

This Amendment is unanimously supported by the UGIC Board.

Nominations Wanted: UGIC '09 Board Elections PDF Print E-mail

The annual Utah Geographic Information Council Board of Directors election consists of two rounds: nominations and voting. All members of UGIC are asked to participate in both the submission of nominations and the election held a week later.
 
For 2009, vacancies exist for the following Board positions:
  • County Government Representative (1)
  • State Agencies Representative  (1)
  • At-Large Representative (1)

Proposal: UGIC Bylaws Amendment PDF Print E-mail

The following bylaw change has been proposed by the UGIC Board of Directors to improve the diversity and strength of the UGIC Board. This proposal was presented in a plenary session at the 2009 UGIC Conference in Midway.

Amendment Proposal:

The UGIC Board of Directors shall be expanded to include Associate Board of Directors. Associate Board of Directors shall represent a specific organization deemed important to the successful operation of UGIC. Associate Board of Director positions shall be created as follows:

  • Proposal for Associate Board position by current Board of Director or Associate Board of Director
  • Approval by a majority vote of existing Board of Directors

Associate Board of Directors shall be further defined as follows:

  • Position filled by appointment by the represented organization
  • The term for the appointed Associate Board of Director shall be set by the represented organization. Minimum term of one (1) year
  • Members affiliated with organizations represented by an Associate Board of Director can not be appointed or elected to any other Board of Director position

The private sector UGIC Board of Director shall be modified and split into two categories, private sector for profit and private sector not for profit. These new categories are further defined as follows:

  • The current private sector Board of Director will now represent private sector for profit. The term for this Board of Director shall remain the same as the current term.
  • The private sector not for profit Board of Director position will be filled following the procedure outlined in paragraph two (2) of the Board of Directors section of the current Bylaws. The election for this position will be included in the 2009 election process.
  • The private sector for profit and private sector not for profit Board of Director positions will be defined as outlined in paragraph two (2) of the Board of Directors section of the current Bylaws.
